The Alberta Advantage Immigration Program (AAIP) offers a unique pathway for entrepreneurs who wish to start a business and settle in one of Alberta’s vibrant rural communities. Eligibility Criteria for the Rural Entrepreneur Stream

To be considered for this stream, you must meet a specific set of minimum requirements. These criteria ensure that candidates have the experience, resources, and skills necessary to operate a successful business in Alberta.

  • Work Experience: You need a minimum of three years of experience as an active business owner/manager OR a minimum of four years of experience as a senior manager within the last 10 years.
  • Education: A minimum of a high school diploma equivalent to Canadian standards is required. You will need an Educational Credential Assessment (ECA) to prove this.
  • Language Proficiency: You must achieve a minimum Canadian Language Benchmark (CLB) of 4 in all four language skills (reading, writing, listening, speaking) in either English or French. Test results must be less than two years old.
  • Net Worth: You must demonstrate a minimum net worth of $300,000. These funds must be your own personal holdings or those of your spouse/common-law partner.
  • Business Investment: A minimum investment of $100,000 from your own equity is required.
  • Business Establishment: For a new business, you must have a minimum ownership of 51%. For a business succession (purchasing an existing business), you must acquire 100% ownership.
  • Job Creation: New businesses must create at least one full-time, permanent job for a Canadian citizen or Permanent Resident.
  • Community Support Letter: You must obtain a Community Support Letter from a participating rural Alberta community. This is a mandatory component that shows the community supports your proposed business venture.

Rural Entrepreneur Stream Points Grid

Before you can submit an Expression of Interest (EOI), you must connect with a participating rural community and conduct an Exploratory Visit. This is a critical step where you present your business idea and make a case for why you and your business would be a good fit for the community.

The visit, which can be done in person or virtually, allows you to:

  • Meet with local economic development officers and business contacts.
  • Research the local business environment, market conditions, and regulations.
  • Visit potential business locations or meet with current owners if you plan to buy an existing business.

Following the visit, you will submit a Business Proposal Summary to the community. If they believe your plan will benefit their region, they will issue the mandatory Community Support Letter. This letter is your ticket to entering the EOI pool.

Candidates in the EOI pool are ranked using a points system. The AAIP conducts draws and invites the highest-scoring candidates to submit a full Business Application. The maximum score available is 175 points.

Ineligible Businesses

It is crucial to ensure your business proposal aligns with the program’s goals. The AAIP will not consider applications for businesses that are deemed to have little economic benefit or bring the program into disrepute.

Ineligible businesses include, but are not limited to:

  • Passive investments (for example, property rental or real estate development).
  • Payday loan, cheque cashing, or similar businesses.
  • Businesses trading in used goods (unless a value-add component is demonstrated).
  • Coin-operated businesses like laundromats or car washes.
  • Home-based businesses that are not zoned for commercial operations.
  • Franchises that have not been pre-approved by the master franchisor.
  • Businesses involved in producing or distributing sexually explicit material.
  • Succession plans involving a business previously owned by a relative or another AAIP nominee.
