Once endorsed, applicants can proceed with the provincial nomination application, where factors such as work experience, language proficiency, and financial stability are assessed. What is the Rural Renewal Stream?

The Rural Renewal Stream empowers designated rural communities to recruit foreign nationals to live, work, and settle in their area. Unlike other streams where you apply directly to the province based solely on your own profile, this stream requires you to first gain the support of the local community.

Purpose:

  • To address labour shortages in rural areas.
  • To encourage newcomers to settle permanently outside of Edmonton and Calgary.
  • To support local economic development and community growth.

Community Designation and Endorsement

Before you can apply to the AAIP, you must be endorsed by a Designated Community.

The Role of the Community

Designated communities are responsible for:

  • Recruiting foreign nationals to fill local job vacancies.
  • Reviewing candidates to ensure they are a good fit for the community.
  • Providing an Endorsement Letter to selected candidates.

 

Finding a Community

You cannot apply to this stream without a job offer from an employer in a designated community. You must connect with these communities directly, often through their municipal websites or economic development offices, to find job opportunities and understand their specific endorsement process.

Eligibility Criteria

To qualify for the Rural Renewal Stream, you must meet specific criteria set by both the community and the AAIP.

1. Community Endorsement

You must have a valid Endorsement of Candidate Letter from a designated rural community. This letter confirms that the community has interviewed you and supports your application for permanent residence.

2. Job Offer Requirements

You must have a genuine, full-time job offer or employment contract from an Alberta employer located within the designated community.

  • Hours: Minimum 30 hours per week.
  • Duration: Employment must be continuous (year-round) for 12 months or more.
  • Wages: Must meet provincial minimum wage and usually meet or exceed the starting wage for your occupation.

 

3. Work Experience

You need a minimum of 12 months of full-time work experience in an eligible occupation within the last 18 months.

  • This experience can be from Alberta, elsewhere in Canada, or abroad.
  • Exception: International graduates from approved Alberta post-secondary institutions may not require work experience if they meet specific criteria.

 

4. Language Proficiency

You must demonstrate English or French proficiency through official testing (IELTS General, CELPIP General, TEF, or TCF).

  • NOC TEER 0, 1, 2, or 3: Minimum CLB 5.
  • NOC TEER 4 or 5: Minimum CLB 4.

 

5. Education

You must have completed a minimum of a high school diploma equivalent to Canadian standards. An Educational Credential Assessment (ECA) is required for foreign education.

6. Settlement Funds

If you are not currently working in Canada, you must demonstrate that you have sufficient funds to support yourself and your family upon arrival in the designated community.

Step-by-Step Application Process

The application process involves two distinct stages: the community phase and the provincial phase.

Secure a Job and Community Endorsement
Apply for jobs in designated rural communities.
Once you have a job offer, apply to the community for endorsement.
If successful, the community will issue an Endorsement of Candidate Letter.
Create an AAIP Account
Access the AAIP portal using your MyAlberta Digital ID.
Submit Your Application to AAIP
Complete the online application and upload all required documents, including: The Community Endorsement Letter.
Your job offer and reference letters.
Language test results and ECA report.
Passport and work permit copies.
Pay Fees and Submit
Pay the non-refundable processing fee ($840 CAD) and submit your application.

Post-Nominatin: Next Steops

Receiving a nomination is a major milestone, but you must act quickly to finalize your status.

  1. Apply for Permanent Residence: You must submit a complete application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).
  2. Work Permit Support: If you are outside Canada or your current permit is expiring, you can use your nomination to apply for a work permit. This allows you to move to the rural community and start working while your PR application is processed.
