What is the Alberta Opportunity Stream?

The Alberta Opportunity Stream is a pathway under the Alberta Advantage Immigration Program (AAIP). It allows the province to nominate eligible foreign nationals who are already working full-time in Alberta and have a genuine intention to stay.
This stream is designed for:

  • Temporary Foreign Workers: Individuals currently working in Alberta on a valid work permit (LMIA-based or specific exemptions).
  • International Graduates: Students who have graduated from an approved Alberta post-secondary institution and hold a valid Post-Graduation Work Permit (PGWP).

Eligibility Criteria

Alberta’s immigration pathways are designed to meet specific economic needs. Below are the key streams available to prospective applicants.

To qualify for the AOS, you must meet a specific set of criteria at the time your application is postmarked or submitted. Eligibility is assessed across six main categories.

1. Residency and Work Permit Status

You must currently reside in Alberta and hold a valid temporary resident status (work permit).

  • Accepted Work Permits:
    • Positive Labour Market Impact Assessment (LMIA) work permits.
    • LMIA-exempt work permits based on international trade agreements, intra-company transfers, or Francophone mobility.
    • Post-Graduation Work Permits (PGWP) for graduates of Alberta institutions.
  • Ineligible Status: You cannot apply if you are a refugee claimant, undergoing a federal appeal or removal process, or living outside of Alberta.


2. Occupation Requirements

You must be working in an eligible occupation in Alberta.

  • Most occupations under National Occupational Classification (NOC) TEER categories 0, 1, 2, 3, 4, and 5 are eligible.
  • Ineligible Occupations: Alberta maintains a list of ineligible occupations. If your job is on this list, you cannot apply under the AOS.


3. Language Proficiency

You must demonstrate your English or French language skills through official testing (IELTS General, CELPIP General, TEF Canada, or TCF Canada). Test results must be less than two years old.

  • NOC TEER 0, 1, 2, or 3: Minimum CLB/NCLC 5.
  • NOC TEER 4 or 5: Minimum CLB/NCLC 4.
  • Nurse Aides, Orderlies, and Patient Service Associates: Minimum CLB/NCLC 7.


4. Education Standards

  • General Applicants: You must have completed a minimum of a high school diploma equivalent to Canadian standards. An Educational Credential Assessment (ECA) is required for foreign education.
  • PGWP Holders: Your credential must be from an approved Alberta Advanced Education publicly funded post-secondary institution.


5. Alberta Job Offer

You must have a bona fide job offer from your current Alberta employer to continue work.

  • Continuous & Full-Time: The offer must be for continuous, paid work (minimum 30 hours/week) for 12 months or more.
  • Relationship: You must be in an employer-employee relationship. Contractors and independent business owners are generally ineligible under this stream.
  • Wages: Your salary must meet the provincial minimum wage and, for LMIA holders, match the requirements of your LMIA.


6. Work Experience

You must meet the minimum work experience requirements in your current occupation.

  • Standard Requirement: Minimum of 12 months of full-time work experience in your current occupation in Alberta within the last 18 months.
  • Alternate Requirement: Minimum of 24 months of full-time work experience in your current occupation in Canada and/or abroad within the last 30 months.
  • PGWP Holders: Minimum of 6 months of full-time work experience in your current occupation in Alberta within the last 18 months. This experience must be related to your field of study (with some exceptions for PGWP holders from specific programs).

Step-by-Step Application Process

Navigating the AAIP portal requires precision. A single error in data entry or a missing document can lead to rejection.

Eligibility Assessment

Create an AAIP Account
You must have a MyAlberta Digital ID to access the AAIP online portal.
Complete the Online Application
Fill out the application forms accurately. You will need to upload documents including:
  • Passport and Work Permit copies.
  • Language test results.
  • ECA report or Alberta education transcripts.
  • Reference letters, job offer letter, and pay stubs.
  • Signed declarations.
  • Pay Fees and Submit
    A non-refundable processing fee (currently $840 CAD) applies. Once paid, your application enters the processing queue.

    Post-Nomination: Next Steps

    If your application is successful, you will receive a Nomination Certificate from the Province of Alberta. This is a major achievement, but it is not the end of the process.

    1. Apply for Permanent Residence: You must submit a complete application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC) within the validity period of your nomination certificate.
    2. Work Permit Extension: If your current work permit is expiring while your PR application is processing, you can request a 204(c) Letter of Support from the AAIP. This allows you to apply for a specialized work permit extension to keep working legally.

    Important Compliance Notes

    • Employer Fees are Illegal: Employers and employment agencies in Alberta cannot charge you fees for a job offer or for supporting your AAIP application. If an employer asks for payment for a job, this is illegal.
    • Maintain Your Status: You must maintain a valid work permit and valid job offer throughout the entire process. If you lose your job after being nominated but before receiving PR, you must inform the AAIP immediately.
