Eligibility Criteria for the CEC

  • This experience must be full-time (30 hours/week) or an equal amount in part-time.
  • The work must be classified under National Occupational Classification (NOC) TEER 0, 1, 2, or 3.
  • Experience gained while studying full-time (e.g., on a co-op permit) or through self-employment does not count.
  • Language Proficiency: You must meet the minimum Canadian Language Benchmark (CLB) level based on your work experience.
  • CLB 7 (for NOC TEER 0 or 1 occupations).
  • CLB 5 (for NOC TEER 2 or 3 occupations).
  • You must prove this by taking an approved language test (IELTS or CELPIP for English; TEF or TCF for French).
  • Admissibility: You must be admissible to Canada and plan to live outside

The CEC Application Process

Applying through the CEC involves becoming a candidate in the Express Entry system and competing for an Invitation to Apply (ITA).

Verify Your Eligibility
Confirm that you meet the minimum work experience and language requirements. This includes having your official language test results ready.
Create Your Express Entry Profile
If eligible, you submit an online profile to the Express Entry pool. You will provide details about your work experience in Canada, language test scores, education, and other personal information. This data will be used to calculate your Comprehensive Ranking System (CRS) score.
Enter the Express Entry Pool
Once your profile is active, you are ranked against other candidates in the pool based on your CRS score. The government regularly holds draws, inviting candidates with the highest scores to apply for permanent residence.
Receive an Invitation to Apply (ITA)
If your CRS score is above the cut-off for a specific draw, you will receive an ITA. From that point, you have 60 days to submit a complete and fully documented application for permanent residence.
