Eligibility Criteria for the FSTP

  • Skilled Work Experience: You must have at least two years of full-time work experience (or an equal amount of part-time work experience) in a skilled trade within the five years before you apply.
    • The work experience must be in a skilled trade under key groups of the , such as:
      • Major Group 72: Technical trades and transportation officers and controllers
      • Major Group 73: General trades
      • Major Group 82: Supervisors in natural resources, agriculture, and related production
      • Major Group 83: Occupations in natural resources and related production
      • Major Group 92: Processing, manufacturing, and utilities supervisors and utilities operators and controllers
      • Major Group 93: Central control and process operators and aircraft assembly assemblers and inspectors
      • Sub-Major Group 6320: Cooks, butchers, and bakers
      • Unit Group 62200: Chefs
  • Job Offer or Certification: You must have one of the following:
    • A valid job offer of full-time employment for a total period of at least one year from up to two Canadian employers.
    • A certificate of qualification in your skilled trade issued by a Canadian provincial, territorial, or federal authority.
  • Language Proficiency: You must meet the minimum Canadian Language Benchmark (CLB) levels required for your trade.
    • Speaking and Listening: CLB 5
    • Reading and Writing: CLB 4
  • Admissibility: You must be admissible to Canada and plan to live outside the province of Quebec.

The FSTP Application Process: Step-by-Step

Applying through the FSTP involves entering the competitive Express Entry pool. Success requires a strategic approach to ensure your profile stands out.

Confirm Eligibility and Certification
Determine if your trade is eligible and if you meet the work experience requirements. If you do not have a job offer, you may need to have your trade assessed and certified by a provincial or territorial body in Canada. This process varies by province and trade.
Language Testing
Complete an approved language test (IELTS, CELPIP, TEF, or TCF). While the minimum requirements for FSTP are lower than other programs, higher scores will improve your ranking.
Create Your Express Entry Profile
Submit your profile online. You will enter details about your skills, work experience, language ability, and education. Based on this information, you will be assigned a Comprehensive Ranking System (CRS) score.
Receive an Invitation to Apply (ITA)
IRCC holds regular draws from the pool. Sometimes, program-specific draws are held specifically for FSTP candidates, which may have lower CRS cut-off scores than general draws. If selected, you will receive an Invitation to Apply (ITA).
Submit Your Permanent Residence Application
Once you have an ITA, you have 60 days to submit a complete application, including medical exams, police certificates, and proof of funds (unless you have a valid job offer).

  • The Power of Certification: Obtaining a certificate of qualification from a Canadian province or territory is a significant advantage. Not only does it meet the program’s eligibility requirement (if you don’t have a job offer), but it also awards you 50 additional CRS points, boosting your profile significantly.
  • Proving Your Experience: Immigration officers scrutinize work experience carefully. You must provide detailed reference letters that explicitly list your duties and match them to the lead statement and main duties of your NOC code. Vague letters are a common reason for rejection.
  • Settlement Funds: Unless you are currently authorized to work in Canada and have a valid job offer, you must demonstrate that you have enough money to support yourself and your family upon arrival.
  • Education is Optional but Recommended: There is no education requirement for the FSTP. However, if you have post-secondary education (from Canada or abroad with an ECA), you can earn valuable CRS points. We often recommend clients claim these points to improve their chances of an ITA.
