1. Skilled Workers in Manitoba

This stream is for qualified temporary foreign workers and international student graduates who are currently working in Manitoba and have been offered a permanent, full-time job by their Manitoba employer.

  • Key Requirement: Unlike other streams, this pathway is not point-based for eligibility but requires an ongoing connection to a Manitoba employer.


2. Skilled Workers Overseas

  • Target Audience: Skilled workers with family or friends in Manitoba, past education or work experience in the province, or an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.
  • Key Feature: Candidates must demonstrate an established connection to Manitoba and score sufficient points on the MPNP points assessment grid.


3. International Education Stream

This stream provides faster pathways to nomination for international students graduating in Manitoba. It includes three sub-pathways:

  • Career Employment Pathway: For graduates with a job offer in an in-demand occupation aligned with their studies.
  • Graduate Internship Pathway: For Masters and PhD graduates who complete Mitacs Accelerate or Elevate internships.
  • International Student Entrepreneur Pilot: For graduates who want to start a business in Manitoba.


4. Business Investor Stream

This stream is for experienced business people who want to start, purchase, or partner in a business in Manitoba.

  • Entrepreneur Pathway: For applicants who want to open a business in Manitoba.
  • Farm Investor Pathway: For applicants with proven farm business experience who want to establish and operate a farm in rural Manitoba.

General Eligibility Criteria

While specific requirements vary by stream, most MPNP pathways share common eligibility pillars.

  • Connection to Manitoba: This is the most critical factor. You must demonstrate a connection through employment, family, past education, or an invitation.
  • Job Offer: For the Skilled Worker in Manitoba stream, a long-term, full-time job offer from an eligible Manitoba employer is mandatory.
  • Work Experience: Applicants must typically have at least six months (for in-province applicants) or more (for overseas applicants) of relevant experience.
  • Language Proficiency:
  • Minimum language scores vary by occupation NOC code.
  • Generally, a minimum of CLB 4 is required for semi-skilled occupations, with higher scores required for skilled positions.
  • Education: You must have completed the education required for your occupation. Overseas applicants usually require an Educational Credential Assessment (ECA).
  • Settlement Funds: You must demonstrate that you have sufficient funds to support yourself and your family upon arrival (unless you are currently working in Manitoba).

The Application Process: Expression of Interest (EOI)

The MPNP uses an Expression of Interest (EOI) system to manage applications. This is a points-based ranking system.

Submit an Expression of Interest (EOI)
Create a profile in the MPNP Online system. You will answer a series of questions about your education, work experience, language proficiency, and connection to Manitoba. Based on your answers, you will receive a score and be placed in a pool of eligible candidates. There is no fee to submit an EOI.
Letter of Advice to Apply (LAA)
The MPNP conducts regular draws, inviting the highest-scoring candidates in the pool to submit a full application. Receiving an LAA is the "invitation" to apply for the program.
Submit Full Application
If you receive an LAA, you have 60 days to submit a complete application through the MPNP Online portal. You must upload all supporting documents and pay the non-refundable government processing fee.
Assessment and Nomination
An MPNP officer will assess your application. If approved, you will receive a Nomination Certificate. You can then use this nomination to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

Processing Times and Fees

  • Processing Times: The MPNP aims to process complete applications within 6 months. Post-nomination federal processing times vary depending on whether the application is submitted through the Express Entry system or the non-Express Entry (base) process.
