NSNP Nova Scotia Immigration Program

Explore Nova Scotia’s immigration streams and how provincial nominations may support permanent residence.

Nova Scotia Nominee Program (NSNP)

Nova Scotia is one of Canada’s most picturesque provinces, known for its stunning coastline, affordable housing, and high quality of life. As the province continues to grow, it actively seeks skilled newcomers to contribute to its economy and communities. The Nova Scotia Nominee Program (NSNP) is the primary immigration pathway for prospective immigrants who have the skills and experience targeted by the province.

The NSNP allows the province to nominate foreign nationals to the federal government for permanent residency. Whether you are a skilled worker, an international graduate, or an entrepreneur, the NSNP offers several streams designed to help you settle permanently in this welcoming Atlantic province.

At Career Plus Immigration, we provide the legal clarity and strategic planning necessary to navigate the NSNP system. Our team ensures you understand the nuances of each stream, helping you move forward with confidence and peace of mind.

Key Streams and Categories

The NSNP manages several distinct streams tailored to different types of applicants. Choosing the right stream is critical for a successful application.

1. Nova Scotia Labour Market Priorities (Express Entry)

This stream selects candidates from the federal Express Entry system who meet specific labour market needs.

  • Target Audience: Candidates in the Express Entry pool with experience in specific targeted occupations (which change based on labour market demands).
  • Key Feature: You cannot apply directly; you must receive a Letter of Interest (LOI) from the Province of Nova Scotia.

2. Nova Scotia Experience: Express Entry

This stream is for highly skilled individuals who have already worked in Nova Scotia for at least one year.

  • Target Audience: Candidates with at least one year of experience in a high-skilled occupation (TEER 0, 1, 2, or 3) in Nova Scotia.
  • Key Feature: Aligned with Express Entry for faster processing.

3. Skilled Worker Stream

This stream helps employers recruit foreign workers and recently graduated international students whose skills are needed in Nova Scotia.

  • Target Audience: Workers in skilled, semi-skilled, and low-skilled occupations (TEER 0, 1, 2, 3, 4, or 5) with a valid job offer from a Nova Scotia employer.
  • Key Feature: An employer-driven stream where the job offer is the primary eligibility factor.

4. Occupations in Demand

This stream targets specific intermediate-skilled occupations that are in high demand in the Nova Scotia labour market.

  • Target Audience: Workers with a job offer in specific NOC codes (often in sectors like construction, transport, or patient services).
  • Key Feature: Focuses on occupations that may not be eligible for Express Entry but are critical to the local economy.

5. Entrepreneur Stream

This stream is for experienced business owners or senior business managers who want to live in Nova Scotia and start a new business or buy an existing business.

  • Target Audience: Individuals with significant net worth and business management experience.
  • Key Feature: Requires an Invitation to Apply after submitting an Expression of Interest.

6. International Graduate Entrepreneur Stream

This stream is for recent graduates of a Nova Scotia university or community college who have already started and operated a business in Nova Scotia.

  • Target Audience: Graduates who have owned and operated a Nova Scotia business for at least one continuous year.

General Eligibility Criteria

While specific requirements vary by stream, most NSNP pathways share common eligibility pillars.

  • Intent to Reside: You must demonstrate a genuine intention to live and work in Nova Scotia permanently.
  • Job Offer:
    • Skilled Worker / Occupations in Demand: A full-time, permanent job offer from a Nova Scotia employer is mandatory.
    • Labour Market Priorities: No specific job offer is required, but you must meet the criteria of the specific draw.
  • Work Experience:
    • NS Experience: Requires 1 year of experience in Nova Scotia.
    • Skilled Worker: Generally requires 1 year of related work experience.
  • Language Proficiency:
    • Express Entry Streams: Must meet federal language requirements (CLB 7 for FSW).
    • Skilled Worker / Occupations in Demand: Minimum CLB 5 for skilled workers; CLB 4 for semi-skilled and low-skilled workers.
  • Education: You must have completed the equivalent of a Canadian high school diploma. For skilled streams, post-secondary education is typically required. An Educational Credential Assessment (ECA) is standard for foreign credentials.
  • Settlement Funds: You must demonstrate sufficient funds to support yourself and your family upon arrival, unless you are already working in Nova Scotia.

The Application Process: From Interest to Nomination

The application method depends on whether the stream is aligned with Express Entry or is a base provincial stream.

Express Entry Streams (Labour Market Priorities / NS Experience)
  1. Create Express Entry Profile: Enter the federal pool and obtain a profile number.
  2. Receive a Letter of Interest (LOI): For the Labour Market Priorities stream, Nova Scotia scans the pool and issues LOIs to candidates who meet current needs.
  3. Submit Application: Once you receive an LOI (or if applying directly to NS Experience), you submit a complete application to the Nova Scotia Office of Immigration.
  4. Nomination: If nominated, you accept the nomination in your Express Entry profile to receive 600 CRS points.
Base Streams (Skilled Worker / Occupations in Demand)
  1. Secure a Job Offer: Obtain a valid job offer from an eligible Nova Scotia employer.
  2. Submit Application: Apply directly to the Nova Scotia Office of Immigration online. You must include all supporting documents, such as your job offer, language tests, and ECA.
  3. Nomination: If approved, you receive a Nomination Certificate.
  4. Apply for Permanent Residence: Use your nomination to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
Entrepreneur Streams
  1. Submit Expression of Interest (EOI): Complete an online EOI to indicate your interest in running a business in Nova Scotia.
  2. Receive Invitation to Apply: Only the highest-scoring candidates are invited to submit a full application.
  3. Interview and Performance Agreement: Successful applicants attend an interview and sign a Business Performance Agreement.

Processing Times and Fees

  • Processing Times: The MPNP aims to process complete applications within 6 months. Post-nomination federal processing times vary depending on whether the application is submitted through the Express Entry system or the non-Express Entry (base) process.
