Your Guide to the Northwest Territories Nominee Program

Moving to a new country represents a major life transition for you and your family. If you want to build a secure life in a welcoming community with spectacular natural beauty and a growing economy, Canada’s easternmost province is calling. Through the Newfoundland and Labrador Provincial Nominee Program (NLPNP), the provincial government actively selects skilled workers, graduates, and entrepreneurs to live and work in the province permanently.

We know that dealing with complex immigration laws causes significant stress. A misunderstood requirement, a missing document, or a missed deadline can jeopardize your status or delay your family reunification. You deserve legal clarity, peace of mind, and a straightforward path to securing your future in Canada.

Career Plus Immigration is your trusted immigration partner. We provide the comprehensive legal support you need to navigate provincial nomination programs successfully. This comprehensive guide explains the purpose of the NLPNP, the distinct pathways available to you, the exact eligibility criteria you must meet, and how to apply with confidence.

Why Choose the Northwest Territories?

The Northwest Territories (NWT) offers an unparalleled Canadian experience. Located in the spectacular northern part of the country, the region is famous for its vast landscapes, the aurora borealis, and deep Indigenous cultural roots. Beyond its natural beauty, the NWT provides a balanced lifestyle where career growth meets genuine community connection.

The territorial economy is driven by strong industries such as mining, energy, tourism, healthcare, and public administration. Employers constantly seek skilled international talent to address critical labor shortages. By choosing to immigrate to the NWT, you gain access to some of the highest median household incomes in Canada, excellent public healthcare, and an environment that deeply values newcomers.

The NTNP is an economic immigration program designed to bring specialized skills to these local industries. If the territory nominates you, you and your dependent family members can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

Understanding the NTNP Pathways

The Northwest Territories Nominee Program offers distinct pathways tailored to different types of applicants. Most streams are employer-driven, meaning you need a guaranteed job offer to apply. However, there is also a specific route for entrepreneurs who want to invest in the local economy.

1. Employer-Driven Pathways

These streams help territorial employers fill critical labor shortages by hiring foreign nationals or international graduates. To use these streams, you must have a valid, full-time, permanent job offer from an eligible NWT employer.

  • Skilled Worker Stream: This category is for individuals who have an offer of employment in an occupation classified under the National Occupational Classification (NOC) TEER categories 0, 1, 2, or 3. You must demonstrate that you have the proper education and specialized work experience to perform the job duties successfully.
  • Entry Level/Semi-Skilled Occupations Stream: This pathway allows employers to fill shortages in entry-level positions (NOC TEER 4 or 5). To qualify, you must have already worked full-time in the specific position for the NWT employer for at least six months before applying.
  • NWT Express Entry Stream: This stream connects directly with the federal Express Entry system. It is designed for highly skilled workers who have a job offer in the territory and a valid Express Entry profile. Receiving a nomination through this stream adds 600 points to your Comprehensive Ranking System (CRS) score, virtually guaranteeing you an Invitation to Apply (ITA) for permanent residence.

2. Business Immigration Pathway

The territory welcomes experienced business owners and senior corporate managers who want to invest their capital and expertise in the North.

  • Business Stream: The Business Stream allows you to establish, purchase, or invest in an existing business in the Northwest Territories. You must have a strong business plan, a significant personal net worth, and the willingness to make a minimum financial investment. The required investment amount depends on whether you plan to start your business in the capital city of Yellowknife or in a smaller regional community.

3. Francophone Stream

The NWT has a vibrant Francophone community and actively seeks French-speaking immigrants to enrich its cultural landscape. Qualified French-speaking candidates with a job offer in the territory can apply through the Francophone stream to help address labor needs while supporting the growth of the local Francophone population.

General Eligibility Criteria

While each specific NTNP stream has its own unique requirements, all applicants must meet foundational criteria to be considered for a territorial nomination.

  • Intent to Reside: You must prove a genuine intention to live, work, and settle permanently in the Northwest Territories.
  • Language Proficiency: You must demonstrate adequate language skills in English or French. Depending on your occupation and stream, you must take an approved language test and meet the minimum Canadian Language Benchmark (CLB) score. Express Entry and Skilled Worker candidates generally require higher CLB scores than Entry Level candidates.
  • Education Credentials: You must have the required education for your chosen pathway. If you completed your education outside of Canada, you generally need an Educational Credential Assessment (ECA) to prove your degree is equivalent to a Canadian credential.
  • Work Experience: You must possess verifiable work experience in your occupational field that matches the requirements of your NWT job offer.

  • Employer Support: For worker streams, your employer must actively support your application. They must prove their business is legitimate, meets territorial labor standards, and that they made genuine efforts to hire a Canadian citizen or permanent resident before offering the job to you.

The NTNP Application Process

Applying for the NTNP requires collaboration between you and your prospective employer. Here is a general overview of how the employer-driven application process works.

Secure a Valid Job Offer
You must find an eligible NWT employer willing to offer you a full-time, permanent position. The employer must be registered with the territorial government and meet specific operational requirements.
Employer Submits the Application
Unlike many other provincial programs, the employer initiates the NTNP application process for the worker streams. Your employer submits an application to the territorial government detailing the job offer, their recruitment efforts, and your qualifications.
Nominee Evaluation
If the employer's application is approved, the territorial government evaluates your specific credentials. You must provide all required documents, including educational transcripts, language test results, employment letters, and police certificates.
Receive Your Territorial Nomination
If the territory approves your file, they will issue a nomination certificate. You will use this critical document to move forward with the federal stage of your immigration journey.
Apply for Permanent Residence
Using your nomination certificate, you apply for Canadian permanent residence through the federal government (IRCC). The federal government conducts final medical, security, and criminal background checks before granting your permanent resident status.
