Key Streams and Categories

The OINP manages a variety of streams tailored to different types of applicants. These are generally categorized into three main areas: Employer Job Offer, Human Capital, and Business.

1. Employer Job Offer Category

This category is for candidates who have a permanent job offer from an Ontario employer. You do not need to be physically in Ontario to apply, but you must have a valid offer.

  • Foreign Worker Stream: For skilled workers in TEER 0, 1, 2, or 3 occupations.
  • International Student Stream: For recent graduates of eligible Canadian colleges or universities with a job offer in Ontario.
  • In-Demand Skills Stream: For intermediate-skilled workers in specific sectors such as agriculture, construction, trucking, and personal support work.


2. Human Capital Category

This category includes streams that operate through the federal Express Entry system and streams for graduates that operate directly through the OINP portal. You do not always need a job offer for these streams.

  • Express Entry – Human Capital Priorities Stream: For skilled workers with the required work experience, education, and language proficiency who are already in the federal Express Entry pool.
  • Express Entry – Skilled Trades Stream: For workers with relevant Ontario work experience in eligible skilled trades.
  • Express Entry – French-Speaking Skilled Worker Stream: For French-speaking skilled workers who also have strong English language abilities.
  • Masters Graduate Stream: For international graduates with a Master’s degree from an eligible Ontario university (job offer not required).
  • PhD Graduate Stream: For graduates with a PhD degree from an eligible Ontario university (job offer not required).


3. Business Category

  • Entrepreneur Stream: For individuals from outside Canada who want to implement a new business idea or buy an existing business in Ontario.

General Eligibility Criteria

Eligibility varies significantly by stream, but most OINP pathways share common requirements.

  • Intent to Reside: All applicants must demonstrate a clear intention to live and work in Ontario.
  • Work Experience:
  • Employer Job Offer: Generally requires 2 years of experience in the last 5 years (unless you are an international student).
  • Express Entry Streams: Must meet federal program requirements (Federal Skilled Worker or Canadian Experience Class).
  • Education:
    • Most streams require an Educational Credential Assessment (ECA) for foreign education.
    • Graduate streams require the degree to be from a specific list of eligible Ontario institutions.
  • Language Proficiency:
    • Employer Job Offer: Language testing is often not mandatory for skilled workers (TEER 0, 1, 2, 3) unless required for the job, but is mandatory (CLB 4) for the In-Demand Skills stream.
    • Human Capital: Mandatory testing (IELTS/CELPIP/TEF/TCF) with scores ranging from CLB 7 to CLB 9 depending on the stream.
  • Settlement Funds: You must demonstrate sufficient funds to support yourself and your family, especially if you are not currently working in Ontario.

The Application Process: EOI vs. Express Entry

The application method depends on the stream you are targeting.

Expression of Interest (EOI) System
Used for Employer Job Offer and Graduate streams.
  1. Register an EOI: Create a profile in the OINP e-Filing Portal. You will receive a score based on factors like wage, location, and education.
  2. Receive an Invitation to Apply (ITA): Ontario conducts periodic draws. If your score is high enough, you will receive an invitation.
  3. Submit Application: You have 14 days to submit a complete application online.
Express Entry Notification of Interest (NOI)
Used for Human Capital Priorities, Skilled Trades, and French-Speaking streams.
  1. Create Express Entry Profile: Enter the federal pool and select Ontario as a destination of interest.
  2. Receive Notification of Interest (NOI): The OINP scans the federal pool and sends NOIs to candidates who meet specific criteria (e.g., specific tech occupations or CRS score range).
  3. Submit Application: Once you receive an NOI, you have 45 days to submit a complete application to the OINP.
Nomination and PR Application
If your application is approved, you receive a Nomination Certificate.
  • Express Entry candidates receive 600 CRS points and an ITA for permanent residence.
  • Base stream candidates apply directly to IRCC for permanent residence.

Processing Times and Fees

  • Processing Times: The OINP typically processes applications within 3 to 4 months (Standard) or 2 to 3 months (Express Entry streams). However, complex cases may take longer.
  • Application Fees:
    • Employer Job Offer / Human Capital streams: $1,500 CAD (GTA) or $2,000 CAD (Outside GTA/Business).
    • Masters/PhD Graduate Streams: $1,500 CAD.
    • Note: Fees are subject to change by the provincial government.
