It allows eligible Canadian citizens and permanent residents to sponsor their parents and grandparents for permanent residence, enabling multiple generations of a family to build a life together in Canada.

However, the PGP is one of the most popular and competitive immigration programs. Due to high demand, the application process is strictly managed and has very specific requirements, including significant financial obligations for the sponsor.

Eligibility Criteria for the PGP

To sponsor your parents or grandparents, you (the sponsor) must meet a stringent set of requirements.

Key Requirements for the Sponsor:

  • You must be at least 18 years of age.
  • You must be a Canadian citizen, a permanent resident of Canada, or a person registered in Canada as an Indian under the Canadian Indian Act.
  • You must reside in Canada.
  • You must sign a significant financial undertaking, committing to support your sponsored family members for 20 years (or 10 years if sponsoring in Quebec). This undertaking is legally binding, regardless of any change in your circumstances.
  • Most importantly, you must meet the Minimum Necessary Income (MNI) requirement. This is a crucial eligibility factor.


The Minimum Necessary Income (MNI) Requirement

To prove you can financially support your parents and grandparents, you must provide proof of income from the Canada Revenue Agency (CRA) for the three consecutive taxation years before you apply. The required income is based on the Low Income Cut-Off (LICO) plus 30%, and it increases with the size of your family unit (including yourself, your current dependents, and the family members you wish to sponsor).

Current Program Status: PGP Intake is Closed

It is critical for all potential sponsors to understand the current status of the Parents and Grandparents Program.

As of early 2026, the PGP intake is closed to new expressions of interest.

  • Last Intake: The most recent intake for the PGP occurred in the fall of 2020. During that period, potential sponsors submitted an “Interest to Sponsor” form online.
  • Lottery System: From that pool of submissions, Immigration, Refugees and Citizenship Canada (IRCC) has been randomly selecting and sending Invitations to Apply (ITAs) in subsequent years.
  • No New Intakes Announced: IRCC has not yet announced when a new intake period for the PGP will open. Any future invitations will likely continue to come from the 2020 pool of candidates until a new process is announced.

This means that currently, you cannot submit a new application to sponsor your parents or grandparents through the PGP.

The Typical PGP Application Process

While the program is currently closed to new interests, the process has historically followed these steps:

"Interest to Sponsor" Period
IRCC announces a limited window (often just a few weeks or days) during which potential sponsors can submit an online form expressing their interest in the program.
Invitation to Apply (ITA)
After the intake period closes, IRCC conducts a lottery, randomly selecting potential sponsors from the pool and issuing them an Invitation to Apply.
Submit a Complete Application
If you receive an ITA, you have a strict deadline (usually 60 days) to submit a complete and fully documented application. This includes all forms, proof of income, civil status documents, and other required evidence.
Application Processing
An immigration officer will assess your eligibility as a sponsor and the admissibility of your parents or grandparents. This includes medical, criminal, and background checks.

Key Considerations for Sponsoring Parents and Grandparents

  • The Financial Undertaking: The 20-year financial responsibility is a serious legal commitment. It cannot be cancelled, even in cases of divorce, separation, or financial hardship.
  • The Lottery System: The random lottery system means that meeting the eligibility criteria does not guarantee you will be invited to apply. It is a system based on chance due to the high number of interested sponsors.
  • Alternative Option: The Super Visa: If you cannot wait for the PGP or are not selected, the Super Visa is an excellent alternative. It is a multi-entry visitor visa that allows parents and grandparents to stay in Canada for up to five years at a time, with the option to extend. It has different eligibility criteria, including a lower income requirement and the need for private Canadian medical insurance.
