Note: Quebec and Nunavut do not have PNPs. Quebec has its own distinct immigration system, and Nunavut has other pathways for immigration.

How to Apply: Two Main Pathways

There are two primary ways to apply for a PNP nomination. The method you use will depend on the specific stream you qualify for.

1. The Express Entry Pathway

Many PNPs have “enhanced” streams that are aligned with the federal Express Entry system.

  • Process: You first create an Express Entry profile. Then, you can either apply for a nomination from a specific province or receive a “Notification of Interest” from a province inviting you to apply.
  • Key Benefit: If you are nominated through an Express Entry-aligned stream, you receive 600 additional Comprehensive Ranking System (CRS) points. This virtually guarantees you will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw.

2. The Non-Express Entry (Base) Pathway

These are traditional PNP streams that are not linked to the Express Entry system.

  • Process: You apply directly to the province or territory for a nomination certificate. If you are successful, you then submit a separate paper-based or online portal application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).
  • Key Benefit: This pathway is ideal for candidates who may not be eligible for Express Entry or who have lower CRS scores but possess skills that are in high demand in a specific province.

Understanding Processing Times

Processing times for PNPs can vary significantly.

Express Entry-aligned PNPs
Once you receive an ITA, the federal processing standard for the permanent residence application is typically around 7 months.
Non-Express Entry PNPs
The federal processing time for these applications is generally longer, often around 13 months or more.

It’s important to remember that these are just estimates. Processing times can change based on application volumes, the complexity of your case, and how quickly IRCC can verify your information.
